POAG EXECUTIVE MINUTES - March 2003:      

             The Executive Committee of the Peace Officers’ Association of Georgia, Inc. held a meeting at 10 A. M., March  20, 2003, at the pond house of Billy Tillman, Statesboro, Georgia.  Committee members attending included Vice President Homer Bryson, Board Members Keith Moran and Gary Hill,  Secretary-Treasurer John Conley,  Legislative Chairman Bob Brown, and Executive Director Marion Conley. Unfortunately because of a court appearance President Harry Colbert was unable to attend.  Attorney Frank Childs and Chaplain Jimmy Waters were also unable to attend. Visitors included Ken Suddeth, Thomas A. and Shirley Alley, Gordon Alley, Morgan and Joyce Key, Charles Sikes and John Edwards. 

The meeting was called to order and a welcome given all in attendance by Vice President Homer Bryson.   All stood for the Pledge of Allegiance.  The invocation was given by Board Member Keith Moran. 

The minutes and financial report from February, 2003 were approved upon a motion from Bob Brown.  The motion was seconded by Keith Moran and passed. 

Retired GBI Inspector Johnny McGlamery and Billy Hendrix of Statesboro were introduced.  These two individuals were probably the most important persons at the meeting as they would be cooking the fish for lunch following the meeting.  Verbal appreciation was expressed to these individuals. 

Mr. John Thompson of Horizon Resources Group and Mr. Bill Morrison of Universal Connect presented a most informative slide show and talk on a very innovative method of communication.  If the Committee decided to endorse this proposal POAG would make $1.00 for every individual that enrolls for the services of Universal Connect.  In addition to other amenities the system would provide one 888 number which would give an individual access to voice mail (personal or work), e-mail (personal or work) and fax messages with conference calling available for up to twenty-four participants.  The system would track an individual down simultaneously on up to three numbers you would have previously given the system.  The system also has “call whisper” available which would whisper to you who was calling if you were already talking on the phone.  Universal Connect would like POAG’s endorsement of their product, access to POAG’s web page and somehow be able to make their service available to our membership.  A person could enlist the services of Universal Connect either by credit card or on-line.  The Committee decided to talk with Attorney Frank Childs to see if a contract needs to be prepared between POAG and Universal Connect. 

Vice President Homer Bryson presented the group a list of training topics for the convention.  Sunday, September 21, 2003 at 1 P. M. would be First Responder Roles, 2 P. M. would be Critical Incident Checklist, 3 P. M. would be Crisis Media Relations and 4 P. M. would be Active Shooter Concepts.  On Monday at 8 A. M. would be Domestic Violence and Officer Safety, 10 A. M. would be Investigations of Domestic Violence and from l-5 P. M. would be Dr. Bobby Smith.  On Tuesday at 8 A. M. would be Drug Law Enforcement for Patrol Officers, 8:30 A. M. would be Looking Beyond the Ticket and at 10 A. M. would be Drug Identification for Patrol Officers.  This would give a participant sixteen hours of POST approved training, if they participated in all the training available.

Homer has communicated with Ziggy Mahoney who performed for the dance in 2001.  He will be willing to perform again on Monday night for $1,000 - $1,200.  A motion was made by Bob Brown, seconded by Keith Moran and passed to engage the services of Ziggy Mahoney for Monday night, September 22, 2003.  Rick Smith of Mud Cat Charlie’s had advised Homer he could again provide a flounder dinner Tuesday night, September 23, 2003 for $10-$11.50 per plate.  He would prepare for 200 people.  A motion was made by Bob Brown, seconded by John Conley and passed to have this event Tuesday night of the convention. 

            Board Member Gary Hill had talked with Big Bad Barbeque.  Bill Thomas had offered to cook a barbeque chicken dinner with trimmings on Monday night of the convention for 400 people at a price of $4.50 a plate.  They would like 2 rooms at the motel for Monday and possibly Tuesday night.  John Conley made a motion to accept this proposal.  This motion was seconded by Bob Brown and passed.  Gary Hill is communicating with the Georgia State Patrol on having the shooting and driving simulators at the convention.  The only requirement for the usage of these devices will be rooming accommodations for the instructors and the diesel fuel to make the simulators function.  A motion was made by Bob Brown to acquire these instruments, if possible with Keith Moran seconding the motion.  The motion passed. 

            Board Member Keith Moran has completed the Law Enforcement Fun run flyer with the exception of the training.  One-half  of the proceeds raised from this venture will benefit the Blue Knights and the other one-half will go towards the Jimmy Waters Scholarship fund.  Keith is still awaiting an answer from Quantico on the law enforcement vests. 

            Marion Conley reported the lease on the postage machine and accompanying machines is near an expiration date.  A motion was made by Bob Brown, seconded by Keith Moran and passed authorizing Marion to assume the most economical lease on these items. 

            Legislative Chairman Bob Brown continues to be hopeful an amended bill on the requirements for retirement with the Indemnification Commission will pass this session of the Legislature. 

            The Committee was reminded of the Law Enforcement Appreciation supper at Wayne Dasher’s pond house, Glennville, Georgia on April 17, 2003 at 6: 30 P.M. 

            Ladies Auxiliary President Shirley Alley stated she would like for the ladies auxiliary to go shopping on Tuesday, September 23, 2003 of the convention.  Homer Bryson volunteered to attempt to secure transportation for the ladies. 

            All were reminded the spring golf tournament will be April 7, 2003 at the Oakview Golf Course, Hartley Bridge Road, Macon, Georgia.  President Harry Colbert had requested $100 in help with the price of the hospitality room after the golf game.  A motion was made by Bob Brown, seconded by Keith Moran and passed to authorize this payment.  The Executive Committee meeting will be the following day at 10. A. M., Ramada Inn, I-475 and U. S. 80. 

            Bob Brown reminded all the Peace Officers’ Memorial Service will be held May 7 at the Training Center in Forsyth.    

Vice President Bryson adjourned the meeting.
